This is a used 21? front wheel with a chrome hub using a ¾? axle laced with chrome twisted spokes. There are no flat spots in this rim as is often the case with used wheels. The chrome on the rim has some rust. The ¾? wheel bearings and seals are installed and appear to be in good condition.
Various versions of this wheel sell for upwards of $350.00
